First of all; water doesn't burn, it doesn't combust, and therefore it cannot be used as the primary source of fuel for your vehicle. Since most people know water can't be burned, they just assume that it's impossible to run a car on with it. A derivative of water (hydrogen) can be used to help fuel your vehicle though.

It's not that far-fetched to believe that oil companies partially own the US congress. We are scientifically 'on the brink' of being able to use water as a fuel source, but there are some setbacks.
