Why Not?
First of all; water doesn't burn, it doesn't combust, and therefore it cannot be used as the primary source of fuel for your vehicle. Since most people know water can't be burned, they just assume that it's impossible to run a car on with it. A derivative of water (hydrogen) can be used to help fuel your vehicle though.
One of the biggest reasons that cars all over the world aren't running on a cost efficient mix of hydrogen and gas is because the big oil companies won't allow it. It's not that far-fetched to believe that oil companies partially own the US congress. As a team, they will try to make sure that you don't start learning about alternative fuel sources so that you keep paying big bucks on gas and filling their pockets.
Some of these companies are saying that the production of Ethanol is causing the rise in food prices. That is simply false, since gas is so high the money put into producing the food is now being put into money for transporting the food from 'the farm' to the 'grocery store'. Some of the lies that are spread are the biggest cause for our crappy fuel situation.
We are scientifically 'on the brink' of being able to use water as a fuel source, but there are some setbacks. While the government sorts out some of the problems that corporate oil companies have, 'Do it Yourself' HHO kits have become readily available. Converting your car to run off of a mixture of hydrogen and gas *efficiently* can be found all over the internet.
Luckily for the knowledgeable consumer, you can save $1000's per year on gas money just by converting your car's fuel source.
